O Modelo de Gestão Comunitária de Água

O Modelo de Gestão Comunitária de Água – MoGeCA – privilegia na sua abordagem o envolvimento dos grupos locais na negociação, construção e gestão dos pontos de água, como pressuposto básico para promover o desenvolvimento local. A gestão comunitária é aqui definida como sendo uma forma de cooperação entre a comunidade e o governo ‐ administrações locais e a Direcção Provincial de Energia e Águas (DPEA) ‐ ou empresas locais de águas, caso existam, na melhoria do abastecimento de água à população que se desenvolve num contexto particular em que cada actor desempenha uma função específica complementar.

Allan Cain – The Challenges of Community Water Management

More than a third of Luandans do not have access to drinking water. The informal water market in Luanda, pumping river water into water trucks to sell and then re-sell in city bairros, brings in more than 250 million dollars a year, according to a recent study by Development Workshop. On August 28, 2014 DW director and founder, Allan Cain, spoke to the Angola Field Group about the serious challenges of Community Water Management. Mr. Cain also launched a new video as part of his presentation. DW has been working for the last several years with the Ministry of Water and Energy on the development of a new national “Community Water Strategy”.

The policy was developed as part of the Angolan Government’s Water for All Program. MoGeCA promotes an approach involving local communities in the planning, construction and management of water points, as a basic strategy promoting local development. Community management is defined here as a form of cooperation between the community and the government – local authorities and the Provincial Directorate of Energy and Water (DPEA) – or local water companies. It aims to improve water supply to the population in a way that each actor promotes the sustainability and maintenance of water supplies.

A MOGECA book has been published and printed as result of DW´s more than 30 years working in the water sector, together with government structures. The book is a manual on Community Water Management and has become the Angolan National Policy on sustainable water management. Each book comes with a set of cards to be used at training to explain the target groups how to reach sustainable water and waste management in their communities.

Alexandra Simeão – Anemia Falciforme

Alexandra Simeão, Ex-Vice-Ministra da Educação e Activista Social, falou sobre a sua experiencia no educação e sua solidariedade em ajudar as pessoas mais necessitadas, fez a abordagem de umas das suas campanhas de saúde baseada numa das problemáticas de Angola, especialmente na cidade de Luanda. O tema do debate foi Anemia Falciforme e a sua suporte nas campanhas de sensibilização de saúde e ajudar as famílias sofredoras da doença hereditária.

Acting Locally, Understanding Globally – Building an International Community of Practice for Neighbourhood Data Collection

Development Workshop’s senior ICT/GIS expert Kamal D’Nigel attended the Sante Fe Institute’s three-day workshop from November 19 to 21, 2014 titled “Acting Locally, Understanding Globally – Building an International Community of Practice for Neighbourhood Data Collection” on behalf of Cities Alliance. The workshop served as a unique opportunity to bring together researchers, community and nongovernmental organizations, open-source software developers, and representatives from the United Nations, World Bank, and various philanthropic foundations within the urban planning/design sphere to contribute and raise awareness of the importance in working together in the co-production of information to achieve greater impact. The workshop highlighted examples of successes of uses of locally collected data in urban planning with the objective of identifying needs for technological improvements and organizational coordination efforts.

The final day also allowed DW to showcase its experience on the participatory gathering of urban information, mapping data, working with local communities and providing guidance to local government on policies and strategies. The presentation started off with a brief introduction to DW and the context of things in Angola. From there two projects were presented: Voices of Citizens for Urban Change (supported by the Bill & Melinda Gates Foundation and Cities Alliance) and GSMA Mobil Water Monitoring, a project born out of “Voices of Citizens for Urban Change” in relation to water provision.

A key finding from DW’s programs is about the co-production and co-ownership of information between urban communities and local government. This innovative approach facilitates the transformation of information into tools for public policy influencing since the data is co-owned by local municipalities from the beginning and supports a sense of common ground in the defence of community interests in improving access to basic services, tenure rights and participative planning. It was suggested by a number of conference participants that this approach to co-production developed by DW should be shared with partners internationally.
