The “Voices of Citizens for Urban Change” Program, funded by the Bill & Melinda Gates Foundation, aims to continue DW’s long term strategy to promote change in the way of influencing public policies, within the very difficult working context of peri-urban Luanda, being implemented in a post-war environment with a weak state administration. The voices of citizens for urban change have been growing in Luanda, partly due to the Luanda Urban Poverty Program of which DW has been a leader for almost a decade and the URBIS program supported by the Development Innovations Group (DIG).
The project’s vision of success is to successfully influence the adoption of more inclusive public planning processes in Luanda focusing on equity and quality in basic service provision for the poor by 2015. To achieve this vision of success the “Voices of Citizens for Urban Change” project proposes to use the opportunity of next five year period which coincides with the final years to meet the Millennium Development Goals (MDGs), to apply its support to networks of organizations, representing the principal municipalities of Luanda to increase their ability to be seen as viable and credible partners as new local government administrations emerge. Participating partners should gain experience in advocacy and negotiation skills at a crucial time when Angola’s first local authority elections will be held.
