Angola’s main problems in the housing finance sector relate to bureaucracy, the lack of access to titled and serviced land and the weak engagement of banks in offering loans for housing. The lack of financing means that most people do not have the ability to buy homes through formal market processes. The State policy on housing provision is focused on creating high-rise condominiums in areas of urban expansion.
