Visit to the Medellín PILaR Candelbra Project

DW’s director Allan Cain visited the Medellín PILaR Candelbra Project with a team from UN Habitat on the 30th of April 2014. At a global level, the UN Habitat’s PILaR program is developing a methodology to help apply participatory and inclusive land readjustment in low or middle income countries. It is believed that a new approach to land readjustment, more participatory in the process and inclusive in the outcome, can help low and middle income cities grow in a more equitable and sustainable manner and therefore ensure that everybody in small and big cities can live in dignity.

Juan Bobo Infill & Upgrading Project

The objectives of the Quebrada Juan Bobo project were to: remove the homes situated on or directly adjacent to the stream (the homes that were at highest risk of being damaged by natural disaster); canalize the Juan Bobo stream; create public space via pedestrian ways, terraces, stairs, bridges, and gardens along the length of the stream; and relocate the displaced families in-situ via new mid-rise apartment buildings.

PILaR Candelbra Project

La Candelaria is where the global pilot of the Participatory and Inclusive Land Readjustment (PILaR) is taking place. The pilot is a joint initiative of Medellin’s Institute of Housing and Habitat (ISVIMED), Medellin’s Department of Planning and the United Nations Human Settlements Programme (UN-Habitat), whose officials accompanied the visit.
