O Despacho Presidencial nº 47/14 de 2 de Maio, aprova o projecto de Empreitada para a Construção de 5000 (cinco mil) casas económicas para o realojamento de famílias no Zango devido a expropriações para viabilizar a implementação dos principais projectos de infras-estruturas em curso, cujo objectivo é justamente melhorar a qualidade de vida da população na Província de Luanda.
O Decreto Presidencial nº 121/14 de 4 de Junho, aprova o “ESTATUTO ORGANICO DO INSTITUTO NACIONAL DE HABITAÇÃO”, que revoga toda a legislação que contrarie o disposto no presente Diploma, nomeadamente o Decreto nº 12/04, de 9 de Março.
O Decreto Presidencial nº 190/14 de 6 de Agosto: “GABINETE DE COORDENAÇÃO PARA A CONSTRUÇÃO E DESENVOLVIMENTO URBANO DAS CIDADES DO KILAMBA, CAMAMA E CACUACO”, o presente Diploma foi decretado com objectivo de ser um serviço público especifico autónomo não empresarial, auxiliar do Titular do Poder Executivo na coordenação, promoção e acompanhamento das politicas de ordenamento do território e desenvolvimento urbano.
The Index covers civil society organizations (CSOs) assessing both advances and setbacks in seven key components or “dimensions” of the sustainability of the civil society sector: legal environment, organizational capacity, financial viability, advocacy, service provision, infrastructure, and public image. When comparing with thirty other Sub-Saharan African Countries, Angola ranked at the bottom of the seven-point CSOS Index with a score of 5.8.
The year 2015 introduced fresh economic difficulties into all aspects of life in Angola. Global reductions in the price of oil and poor productivity in other sectors of the economy continued to increase the country’s dependency on imports. As a result, the cost of living in Luanda rose more than 12 percent during the year, according to the National Statistics Institute. In the face of widespread scarcity, CSOs turned to emergency service provision to help meet the basic needs of Angolan citizens. Some incidents suggested a worsening human rights situation in Angola in 2015. Demonstrations mostly in Luanda called for greater freedom of expression, and the European Parliament adopted a resolution denouncing the arrest of the activists. In addition, a prominent journalist was sentenced to prison for defamation of government officials, and other journalists and activists were imprisoned, detained, or questioned. In a speech to the National Assembly the minister of justice and human rights stated that the human rights situation in Angola “is not bad as they would have us believe.” Referring to a restrictive new law on CSOs that went into effect in 2015, the minister defended the regulation of national and foreign CSOs, claiming that CSOs’ activities are often contrary to the purposes for which they obtained legal status.
Development Workshop hosted a round-table workshop on Friday the 13th of January on the challenges of registering real-estate in Angola and the implications of the new housing taxation reforms. The fall in world commodity prices since 2014 has forced government to adopt a new strategy. A campaign supporting the payment of housing taxes was launched with the aim to make people aware of the need to comply voluntarily with their obligations. The property tax is a value that every citizen must pay to the State for possession, possession, enjoyment of property or rents for buildings, land or space provided for the purpose of housing. The financial reforms promoted by the Ministry of Urban Development and Housing in 2016 have taken the first steps in transforming Angola’s highly subsidized housing economy into a more sustainable self-financing one. While the payment of the tax officially does not formally confer ownership rights to the property occupied, registration of the property and the record of tax payments is a step towards improving tenure by having the occupation on-file in the archives of the local taxation office.
