Allan Cain – Improving Land Tenure Security in Huambo Angola

With support from the Cities Alliance and co-funding from UKaid, the Tenure Security Facility Southern Africa project provides small-scale, targeted advisory services on incrementally securing tenure in slum upgrading initiatives. The project managed by Urban LandMark contributes to improved access to land for poorer people that, in turn, contributes to improved livelihoods, active citizenship and asset creation.

Development Workshop has engaged the Angolan Government on land tenure policy reform and is building municipal capacity in local land management and titling. Since the end of Angola’s civil conflict, DW has been working on land management in the Province of Huambo in research, advocacy, urban design, training of civil servants, land management and urban and housing development.

DW’s work in Huambo was presented as a case study within the Tenure Security Facility Southern Africa Project, which is working in 5 sites in Southern Africa, offering technical assistance. The overall project is geared to producing a Regional Guide and booklet with practice notes drawn from Angola, Mozambique and South Africa.

Joe de Swardt – CLIFF Housing Fund

Joe de Swardt, Head of Enterprise Programmes and Partnerships at Homeless International, made a presentation to DW’s staff on the CLIFF Fund’s strategy of investing in housing for the poor. Joe has been in Angola for the week helping in the creation of DW’s new social housing enterprise HabiTerra. HabiTerra is receiving financing in the form of a loan from CLIFF to pilot incremental services and housing in Huambo Province. The HabiTerra model is a partnership between KixiCredito offering small sequential loans to fund incremental housing in stages, and HabiTec providing low cost modular doors and windows and other building materials.

Joe demonstrated how Homeless International is working in nine countries offering CLIFF financing to “third sector organisations” such as cooperatives and micro-finance organisations to provide innovative housing solutions to the poor who would normally be unable to attract the resources they need to improve their families’ living conditions. The presentation provoked a lively debate on housing finance between those who attended from DW and partner organisations.

Cadastros como Ferramenta para Gestão Urbana – Maio 2013

Massamba Dominique e Moises Festo da Unidade de Sistema de Informação Geográfica da Development Workshop e a equipe do Programa de Posse de Terra, colaborou para dar um treinamento no Huambo em “Cadastros como Ferramenta para Gestão Urbana”. A equipe técnica do Governo Provincial do Huambo e 15 técnicos dos municípios em toda a província foram treinados no curso de uma semana.

O curso focado em dois temas principais: Os conceitos básicos de Sistemas de Informações Geográficas utilizando o “ArcGIS” e Cadastro planejamento usando software “OpenTitle”. DW está ajudando a administração do Huambo está implementando o primeiro ampla Cadastro municípal em Angola pós-independência que envolve o mapeamento e registro de reclamações de posse da terra. O programa de treinamento é apoiado pela União Europeia e pela Cooperação Holanda.

Massamba Dominique and Moises Festo from Development Workshop’s Geographic Information System Unit and Land Tenure Team collaborated to give a training in Huambo on Cadastras as a Tool for Urban Planning. The technical staff of the Provincial Government of Huambo and 15 technicians from municipalities across the province were trained in the one-week course. The course focused on two main themes; the basics of Geographical Information Systems using ArcGIS and cadastra planning using OpenTitle software. DW is assisting the Administration of Huambo is implementing Angola’s first post-independence municipality-wide cadastra which involves the mapping and registering of land tenure claims. The training program is supported by the European Union and the Netherlands Cooperation.
