Cadastros como Ferramenta para Gestão Urbana – Maio 2013

Massamba Dominique e Moises Festo da Unidade de Sistema de Informação Geográfica da Development Workshop e a equipe do Programa de Posse de Terra, colaborou para dar um treinamento no Huambo em “Cadastros como Ferramenta para Gestão Urbana”. A equipe técnica do Governo Provincial do Huambo e 15 técnicos dos municípios em toda a província foram treinados no curso de uma semana.

O curso focado em dois temas principais: Os conceitos básicos de Sistemas de Informações Geográficas utilizando o “ArcGIS” e Cadastro planejamento usando software “OpenTitle”. DW está ajudando a administração do Huambo está implementando o primeiro ampla Cadastro municípal em Angola pós-independência que envolve o mapeamento e registro de reclamações de posse da terra. O programa de treinamento é apoiado pela União Europeia e pela Cooperação Holanda.

ENGLISH:
Massamba Dominique and Moises Festo from Development Workshop’s Geographic Information System Unit and Land Tenure Team collaborated to give a training in Huambo on Cadastras as a Tool for Urban Planning. The technical staff of the Provincial Government of Huambo and 15 technicians from municipalities across the province were trained in the one-week course. The course focused on two main themes; the basics of Geographical Information Systems using ArcGIS and cadastra planning using OpenTitle software. DW is assisting the Administration of Huambo is implementing Angola’s first post-independence municipality-wide cadastra which involves the mapping and registering of land tenure claims. The training program is supported by the European Union and the Netherlands Cooperation.

Workshop on Large-Scale Land Accumulation

This workshop took place as part of the National Forum on Large-Scale Land Acquisition. The Forum aimed to enhance national capacity through the partner organizations in monitoring large scale land acquisitions in Angola that potentially come into conflict with community and individual local family land claims.

The National Forum on Large-Scale Land Acquisition aimed to enhance national capacity through the partner organizations in monitoring large scale land acquisitions in Angola that potentially come into conflict with community and individual local family land claims. The July 3 meeting took the form of an open forum, hosted by the Faculties of Environment and Architecture at the Methodist University in Luanda, where students, our partners, member of Civil Society and guest presenters coming from the Eastern, Central and Southern provinces (areas with significant cases of cola) learned, presented and shared their views and experiences about this issue.

2013 World Bank Conference on Land and Poverty, Washington DC: Participatory Inclusive Land Readjustment in Huambo, Angola

Development Workshop’s director Allan Cain presented a paper and PowerPoint presentation at the Annual World Bank Conference on Land and Poverty in Washington DC titled ‘Participatory Inclusive Land Readjustment in Huambo, Angola’, authored by Allan Cain, Beat Weber and Moises Festo. The authors argue that despite a rather challenging environment, land readjustment in Angola has the potential to become an important tool for urban planning. It shows that, while there is still no legal framework for land readjustment and a very limited culture of participation in urban planning processes, growing land markets and strong private sector partners can make land readjustment a viable option for local governments.

The first case study was completed before the reforms were implemented. It demonstrated how land readjustment could reduce conflicts by regularizing tenure status, how market mechanisms created land value that benefitted former occupants, new owner-builders, and the state; and the crucial role of social mobilization and government buy-in to secure success. The second case implemented after the reforms shows that the loss of financial control and the opportunity to mobilize the land market to create value meant that the project did not generate sufficient resources to sustain itself.

The authors support the decentralization program. However, they conclude, that municipalities require enhanced administrative capacity and the possibility of generating their own financial resources through transaction fees and taxes. Income from the regularization of land tenure may be one of the ways that municipalities can sustain themselves in the future.

Mercados de Terra Urbana e Microfinanças para Habitação em Angola

NOVAFRICA, juntamente com o Centro de Pesquisa Econômica e Social da Faculdade de Economia da Universidade Agostinho Neto, realizou um workshop sobre mercados de habitação e urbanização na África sub-saariana. Aconteceu no dia 13 de Maio, na Aula Magna da Faculdade de Economia, que a Universidade Agostinho Neto em Luanda. Development Workshop diretor Allan Cain fez uma apresentação sobre “Mercado de Terra Urbana e Habitação parágrafo Microfinanças em Angola.“
