Paulo Moreira e Margarida Leal – Experiência do projecto ‘’Escola da Palankinha’’

Paulo Moreira & Margarida Leal, partilharam as suas experiências na APDES, uma organização portuguesa onde desenvolvem projectos do âmbito social às comunidades vulneráveis. Após o seu registro em 2014, como pontapé de saída, deu-se inicio a implementação de projectos na Escola 5052 de Capalanga (situada no Município de Viana, Província de Luanda): (I) a requalificação arquitectónica da Escola (cuja 1ª fase foi recentemente concluída) e (II) a implementação de um modelo pedagógico direccionado para a promoção da Cidadania e do Desenvolvimento Comunitário. Em vigor desde 2013, as acções dos projectos têm sido desenvolvidas numa lógica colaborativa e particitiva, quer seja através da utilização de recursos e técnicas locais para a requalificação da Escola como do desenvolvimento de competências científicas, pedagógicas e cívicas no corpo docente e da promoção da Escola como dinamizadora do desenvolvimento local integral.

 

Climate Change and Land Markets in Angola

Presentation by Development Workshop’s director Allan Cain at the annual World Bank Conference on Land and Poverty held in Washington DC from March 23 to 27, 2015. The coastal cities of Angola where urban populations have been growing since the displacement provoked by the civil war are experiencing negative impacts of climate change and rising land prices. This region experiences lower rainfall than inland areas but is subject to sudden storms and increasing high annual variation. In urban coastal areas poorer communities of formerly war displaced have purchased and settled on land that is often at risk from flooding and erosion because these are the only affordable locations near to economic opportunities. There is a lack of urban land-use and disaster planning capacity to deal with these issues. Angola’s uncontrolled land markets have direct effects on the urban environment and the quality of life of the city. The capital, Luanda suffers from land market distortions caused by poor land development and management policies, including the slow provision of infrastructure and services, poor land information systems, cumbersome and slow land transaction procedures. For poor families, their housing, and the land they occupy, often represents their accumulated savings and assets, acquired over a lifetime or often over several generations. There is a complex overlap between increasing environmental risks, poverty and access to land.

Vitória Kianu, Engenheira Ambiental, falou sobre Saneamento Básico, em um Estudo Comparativo entre Luanda e Curitiba. Na sua explanação, a oradora apresentou de forma comparativa as políticas de gestão e monitoria de Saneamento Básico, que são utilizadas em Curitiba.

Com base ao estudo feito, Curitiba apresentou um quadro bastante satisfatório, em termos de resultados. No entanto, lições devem ser tiradas, para melhor a forma como se implementar a
gestão do Saneamento Básico em Angola, e em Luanda em particular.  


Eddie Rich – Extractive Industries Transparency Initiative

The Extractive Industries Transparency Initiative (EITI) has been growing strongly over the last two years and there are now 32 countries implementing the EITI around the world. Of these 32 countries, 20 are in Sub Saharan Africa, highlighting the unique governance challenges faced in many countries across the continent. As the initiative, so does the demand for stories about how the EITI is making a positive impact in the countries where it is being implemented. Measuring the impact of the EITI is a difficult task. In most cases, EITI activities are contributing to larger-scale efforts at reducing corruption, improving public financial management and improving the business operating environment.
