A certain trend has been noted in reports coming in from UNAVEM teamsites. It appears that both Government and UNITA liaison officers have become less cooperative with UNAVEM officers at local level. Relief agencies may experience a low level of cooperation from formerly cooperative officials.

Contrary to the prevailing tension visible during mid-December 1995 which led most relief operations to a standstill, the reporting period signals the sucessful resumption of relief activities in the Angolan countryside. Background and possibilities for further study - 29% of soldier are illiterate, while 16% have some high school education. The sergeants and officers are more homogeneus, but one out of every 18 sergeants has gone beyond primary school.

The team made two trips to Angola to conduct this study. During the first trip (October to December 1994) the team was unable to interview active soldiers and concentrated on interviewing demobilized ex-soldier and other war-affected sectors of Angolan society in Benguela, Lobito, Luanda, Lubango, and Malanje.

Efforts to increase further overland access for humanitarian relief convoys continue. On 21 June 1995, the World Food Program conducted a road reconnaissance mission from kuito to Chitembo in Bie province, and further South to menongue in Cuando Cubango province.
