Em Abril de 2007, o Ministério do Urbanismo e Ambiente organizou o primeiro Fórum Urbano Nacional, em parceria com o Programa de Pobreza Urbana de Luanda (LUPP), com o apoio do Escritório de Direitos Humanos da ONU. O Fórum foi aberto pelo Ministro Sita José e com a presença de um dos Vice-Governador de Luanda Francisca de Esporito Santo, bem como o vice-ministro do MAT Mota Lis (responsável pela descentralização) e MINEA (responsável pelo setor de energia elétrica da água e), entre outros participantes incluíram Miloon Kuthari, Relator Especial das Nações Unidas de Direitos Humanos a Habitação Condigna e direito à terra. O Fórum foi bem atendido e coberto pela mídia, tanto angolanos e internacionais (RTP).

O Fórum focado em questões fundiárias e governança local e foi uma oportunidade para discutir questões-chave e as partes interessadas, como a influência do Governo Provincial, MAT e MINUA em um evento e debater questões com representantes de organizações de cidadãos e ONGs locais. Esta realização é um indicador de sucesso do LUPP na política urbana influenciando. O evento também ajudou a consolidar a parceria da LUPP com as Nações Unidas e fortalecer as relações com MAT e MINUA. O Fórum Urbano Nacional de Angola foi constituído como um evento anual e desde que uma plataforma de diálogo regular entre os atores da sociedade civil e os decisores políticos governamentais.

National Urban Forum 2007
In April 2007, the Ministry of Urbanism and Environment organised the first National Urban Forum in partnership with the Luanda Urban Poverty Program with support from the Human Rights office of the UN. The Forum was opened by  Minister Sita Jose and attended by one of the Vice-Governor’s of Luanda Francisca de Esporito Santo as well as the Vice Minister of MAT Mota Lis (responsible for decentralisation) and MINEA (responsible for water and electricity sectors), among other participants included Miloon Kuthari, Special UN Human Rights Rapporteur on Adequate Housing and Land Rights. The Forum was well attended and covered by the media, both Angolan and international (RTP).

For Luanda, the onset of neoliberalism offers an ad-hoc method of city planning in which a centralised government deliniates areas for building purposes while at the same time owning most of the land in the periphery of the city. Foreplanning is excluded as part of this strategy in favour of speculation and ìmaking-doî, selling and renting plots of land to single and corporate, national and international entrepreneurs – while at the same time taking upon itself the mamoth task of housing and service provision.

Herein lies the opportunity to plan and explore ways of integrating existing methods of space making with emerging interests. We know that fostering the typology of the market means fostering local employment opportunities, and we also know that investment often brings with it the infrastructure that is overtly used by those who the city does not plan for. It is in this light that the marketplace offers us the opportunity to make a space whose functions advances the common urban interests of the everyday user.
