56 officiers superieurs dont 23 generaux et 33 brigadiers de l'Unita ont ete demobilises jeudi 19 mars 1998 lors d'une ceremonie que s'est deroulee a Bailundo en presence des representants de li'Unita, du gouvernment, de la Monua et d la troika d'observateurs du processus de paix.

In his report, the SG observes that: "The delay in the normalization of State administration in the UNITA strongholds of Andulo, Bailundo and Mussende, which is mostly due ot political considerations, also hinders the establishment of central authority in adjecent areas, where UNITA appears to be maintainig a secuirty perimeter.

Les nouveau developpements qui ont eu lieu la semaine derniere ont souleve l'optimisme quant a la conclusion finale du Protocole de Lusaka. On se souvient que le 6 Mars derneir, le gouvernment et l'UNITA ont approuve un calendrier pour parachever les taches pendantes du Protocole de Lusaka a la date du 1er Avril 1998.

Dans son edition de ce vendredi matin, radio Vorgan a diffuse un communique du Comite Permanent de la Commission Politique de l'UNITA. Selon le Communique, l'Unita rejette la declaration du gouvernement sur la legalisation.

Angolan Vice-Minister for Territorial Administration, Higino Carneiro, said yesterday in Luanda that the Angolan Government will fight against bandits and all those who cause disturbances either political or military. Higino Carneiro has also said that the Government authorized UNITA to carry out party activities.

The Joint Commission (J.C.) met on 27 February at 1630 to discuss the remaining tasks of the Lusaka Protocol, namely the normalization of State administration and demobilization "in situ". The J.C. also analyzed the report of the Lumbala N'Guimbo and Cazombo incidents.

Le Commandant des forces de la MONUA, le General Phillip Sibanda a ete recu ce vendredi en audience par le Premier ministre angolais, M. Franca Van-Dunem. A l'issue de l'audience, le General Sibanda qui etait alle dire au revoir au Premier ministre, a declare qu'il quitte l'Angola avec le sentiment d'un devoir accompli.

The executive director of UNICEF, Ms. Carol Bellamy, launched a consolidated inter-agency appeal on Friday for Angola. She urged donors ot assist Angola. "The emergency aid to war displaced people, children and women" is the priority of this consolidated appeal.
