Extension of Government administration throughout the country made slow progress due largely to disruption in regular contacts between UNITA and the Government. In some provinces, logistical bottlenecks also contributed (viz. delays in mine-clearing in around Cuemba in Bie).

Significant population movement continued during September due to displaced person returning to their home areas and sponataneous repatraition of refugees from neighbouring countries.
