Development Workshop has identified the need for a more systematic collection, in a number of Provinces, of information from a variety of sources that will permit a deeper understanding of the dynamics in those Provinces and subsequently the monitoring of changes there. DW intends to pilot this approach in Zaire Province, in the north of Angola. Zaire Province is one of the Provinces that has been included in the assessment carried out during 2004, and is an area for which there the most serious lack of information. The World Food Programme’s Vulnerability Assessments, for example, do not cover the Province and the Provincial Profile for Zaire lacks information available for other Provinces. DW therefore intends to test an approach to information gathering, analysis, archiving and dissemination in Zaire Province that might be used subsequently in other Provinces and that supports this approach.
After The Guns Fall Silent: Sustainable Peace Analysis And Risk Mapping For Post-Conflict Angola Final Report
This report is based on a assessment of post-conflict Angola by Development Workshop, carried out in 2004 and 2005 through a review of existing recent research and situation reports, interviews with key informants, visits to four Provinces and localised case studies in these four Provinces. The aims of the report are to create awareness of the challenges of creating a sustainable peace in Angola and create an awareness of the issues, opportunities and constraints for Angola four years after the ceasefire of April 2002. It has been widely recognised however that major challenges remain in the achievement of a true and sustainable peace for Angola, as in almost all post-conflict contexts. The post-conflict transition involves a large number of processes (economic, social and political) that have to be carried out under difficult circumstances. In Angola, physical, human and social capital has been lost during a long-term conflict. There are thus enormous challenges in transforming the cease-fire into a sustainable peace and in ensuring that the country does not, once again, lapse into violence.
Proposta de Assistência Técnica na Implementação da Agenda Habitat e a SNIT
A Development Workshop Angola tem sido um parceiro do MINUA e do Governo de Angola por longos anos na área dos assentamentos humanos. A DW desenvolveu uma forte capacidade em Pesquisa, Monitoria e Implementação de Projectos e emprega o Sistema de Informação Geográfica (GIS) como uma ferramenta nos seus programas. A DW trabalhou com o MINUA num Programa Alargado de Pesquisa sobre Acesso e Posse de Terras nas Zonas Peri-urbanas das cidades de Angola e colaborou com o MINUA e UN-Habitat no reforço de capacidades para o MINUA, INOTU, IGCA em GIS. A DW também tem pilotado projectos de titulação evolutiva em micro-crédito habitacional. O MINUA e a DW prepararam uma proposta de Acordo de Cooperação num programa de 5 (cinco) pontos ligados com a promoção de aspectos chaves da Agenda Habitat em Angola. A presente proposta esboça a fase 1 duma proposta para um período de 2 anos numa base de co-financiamento do MINUA e da DW e outros parceiros como a UN-Habitat.
National System of Territorial Information Final Report
The main purpose of the National System of Territorial Information (SNIT) is to have an affect on policy making in order to meet the UN millennium development goals. It is necessary for governments to have access to reliable and regularly monitored information in order to be able to make objective policies with the aim of reducing poverty. The national and local governments have already demonstrated their commitment towards creating such a monitoring data base by participating in the development and implementation of SNIT. The participation of local administrations in this project has also created important research capacities for future collection and monitoring of SNIT data. Urban poverty reduction is an enormous task in cities like Luanda and Huambo which have suffered the affects of decades of conflict. The massive shift of populations from rural to urban areas during these years has compounded the problem. The continuing rapid population growth often hides real progress and the impacts of increasing infrastructural investments and projects realised due to the parallel growth in demand. SNIT can be an invaluable tool in monitoring the needs or “demands” for urban services in a manner that will assist state and non-state actors to plan their strategies to more effectively “supply” these services.
Sistema Nacional de Informação Territorial (SNIT) Relatório Final
O maior propósito do Sistema Nacional de Informação Territorial (SNIT) é a de ter um efeito/influencia na produção de políticas concernentes ao alcance das ODMs. É necessário par o Governo ter acessoa informação credível e regularmente monitorizada que possibilite poder traçar políticas públicas objectives na perespectiva da redução da pobreza. Os governos nacional e local já demosntrou seu compromisso no sentido de criar uma base de dados monitorada pela participação no desenvolvimento e implementação do SNIT. A a participação das administrações municipais neste projecto criou também importantes capacidades em pesquisa para a future colecta de dados e o processo de monitoria dos dados do SNIT.
