Emerging from nearly three decades of conflict and instability, Angola continues to face major challenges of weak governance and widespread corruption at all levels of society. Corruption manifests itself through various forms, including bureaucratic, political and grand corruption, embezzlement of public resources, systematic looting of state assets, and a deeply entrenched patronage system that operates outside state channels. The scale of corruption and mismanagement has been considerable in the extractive industries.
Teaching case study: Angola and informal land tenure arrangements
This teaching case study draws on research that investigated the extensive informal land market in Luanda, Angola. It examines how urban land is transacted and the mechanisms by which it is secured and regulated. It recognises the intense pressure on urban land experienced as a result of urban in- migration during and since the civil war. It shows the inability of the formal market to provide means for poorer people to access land, transact it and secure formal title or legally defensible land tenure. The case study is based on research undertaken by Development Workshop, Angola. The work was commissioned by the World Bank, with technical support from Urban LandMark.
Pro-Poor Urban Development: China and Africa Workshop
30th July – 1st August, Nairobi, co-organized by Mazingira Institute, Centre for African Studies, Peking University and Development Workshop supported by Bill and Melinda Gates Foundation. The idea for a workshop bringing together Chinese and African experts and thinkers on how urbanization is affecting the poor came from interactions and observations in Angola and China some two years ago. Both countries have urban growth rates among the fastest in the world. As not enough is known about the African environment by Chinese academia, policy makers and urban development specialists, the need for comprehensive and participatory urban planning jointly with African counterparts was recognized. The plan to involve a range of specialized African institutions to discuss these issues led to the three co-organizers of the workshop being Mazingira Institute, Nairobi, Development Workshop from Angola and the Centre for African Studies at Peking University. The workshop was supported by the Bill and Melinda Gates Foundation.

No âmbito do processo de reformas das políticas do sector de águas em curso no país, muitas esperanças foram confiadas na Direcção Nacional de Águas (DNA) e seus parceiros sociais para definir e estabelecer princípios básicos, que permitam uma gestão comunitária eficaz e eficiente das infra-estruturas de abastecimento de água e saneamento. Na sequência das anteriores experiências desenvolvidas pela DNA, Direcções Provinciais de Energia e Águas (DPEAs), Administrações Locais, ONGs como a Development Workshop (DW) e SNV e, Comunidades – resolvemos dar resposta ao desafio apresentado no processo, com a elaboração do presente documento orientador da gestão comunitária de água.
Urban Environment and Research in Reducing Poverty in Post-Conflict Angola
Presented to the International Development Research Centre in Nairobi Kenya. Purpose of the Poverty Reduction Research & Policy Advocacy Programme: Development Workshop aims to engage with other Angolan civil society actors in ongoing advocacy with Government policy makers on land tenure, the informal market that employs more than half of the population, economic justice issues, civil society space and post-conflict peace and reconciliation.
