This is one of ten case studies that were part of an International
Institute for Environment and Development (IIED) research programm on
“Urban Poverty Reduction Programmes: Lessons of Experience”. This paper
describes the water and sanitation programmes that the NGO Development
Workshop has developed in Luanda over the last 15 years, working with
community organizations, local government and the official water and
sanitation agencies.
