The Sustainable Community Services Programme is a three year project (1999 to 2003) within the Luanda Urban Poverty Programme (LUPP) funded by the Department for International Development, UK. The aim of the programme is to develop and test sustainable basic service models that contribute to poverty alleviation in Luanda’s overcrowded peri-urban bairros. This paper is based on the analyses of the questionnaires and pertinent observations made by the interviewers.
