Sumbula said the Angolan government would introduce reforms to prevent the illegal
sale of diamonds on the international market. He said a customs certificate would be
issued to prove the origin of the diamonds, thus reducing the room for manoeuvre of
illegal traders and men in the service of Jonas Savimbi
