Author: Allan Cain. Presented at Surviving the Peace - Better Canadian Responses to Post-Conflict Transition Needs in Africa Conference in Ottawa. Angola has failed three times to consolidate successive peace processes. In the last four decades Angola has suffered near-continuous war, large-scale displacements of nearly 4 million people or a third of its population, heavy damage to property and infrastructure, accumulation of a massive war debt and destitution of its people.
