The Luanda Urban Poverty Programme (LUPP) began in 1999, implemented by four international NGOs - CARE International, Development Workshop (DW), Save the Children UK and One World Action. It is supported by the British Government´s Department for International Development (DFID). The current phase, LUPP2, began in April 2003 and continues until December 2006. The Communication and Information component of LUPP2 will continue until the end of March 2006. LUPP2 has been implemented in four of nine municipalities in Luanda, namely Sambizanga, Cacuaco, Cazenga and Kilamba Kiaxi, although the methods, approaches and concepts tested and demonstrated during LUPP´s implementation are relevant and applicable throughout Angola.
